철학이란 일정한 환경에서 인간의 생활을 ‘이성(理性)으로 이끌어가는 사유’를 원리적으로 체계화하는 학문이다. 이성을 주된 도구로 하는 점에서 감성의 표출로 이룬 예술과 분별되고, 무비판적 독단과 신념을 용납하지 않아 신앙을 주조로 한 종교와도 변별된다.
철학 개념을 말하는 이유는 이 책에서 논해야 하는 한국의 ‘전통철학’, 이른바 ‘동양철학’의 성격이 엄격한 의미의 철학 개념과 완전히 일치하지 않기 때문이다. 이 전통철학에서는 한국의 신화, 무속신앙, 단군교, 및 유교・불교・도교 등을 고찰하게 되는데, 이것들은 그대로 철학이라 할 수없는 것이다.
이것들을 고찰하는 이유는 한국의 철학과 긴밀히 연관된 데 있다. 한국철학의 토대가 된다든지, 민족 신앙이라든지, 외래 종교 일지라도 전입된 뒤로 한국인의 생활을 이끈 한국화한 신앙으로한국사상의 역할을 하였기 때문이다.

 

 

[물, 법과 관리의 원리 -국가 및 국제적 시각에서]

현재 우리나라에는 〈물관리 기본법〉(2018)에 따라 2019년에는 국가물 관리위원회가 발족하였고, 2021년부터 제1차 국가물관리계획이 시행되고 있다. 지금까지 여러 부서에 분산되어 있었던 물관리 기능은 대부분 환경부에 귀속되어 오랜 염원이었던 물 관리 일원화가 이루어졌다. 또한, 세계적 추세인 통합물관리(IWRM) 역시 추진 중이다. 이처럼 물 관리와 관련된 제도가 빠르게 발전하는 과정에도 불구하고 물에 관한 법과 정책에 관한 종합적 이론서가 마땅치 않았다. 이번에 〈Principles of Water Law and Administration〉을 번역하게 된 배경이다. 물의 법과 관리 분야에 있어서 이 책은 독보적인 저작이다. 한 사람이 수법에 관하여 이토록 넓은 범위를 다루는 저술을 내놓는 것은 앞으로 불가능할지도 모른다.
이 책은 우리 실정에 맞는 수법의 연구 및 입법을 견인하는 힘찬 계기가 될수 있을 것이다. 이 책은 법률가뿐만 아니라 법률문제를 고려해야 하는 공학자, 지질학자 등 관련 분야 종사자도 쉽게 이해할 수 있도록 서술되었기때문이다.

 

 

[Development and Globalization in South Korea]

The growth of the Republic of Korea̕s wealth and democracy throughout the 60s, 70s, and 80s have been well researched and documented.
However, much less is written about the extremely difficult and eventful process as the nation transformed itself into one of the world̕s leading technological and cultural leaders since then.
The book provides keen insight into the developmental histroy of the Republic of Korea as it willingly and sometimes reluctantly embraced the phenomena of globalization, spanning from the 1997 financial crisis to the international phenomenon of K-pop. Not only are the nation̕s policy choices documented in detail but also the overwhelming and arduous socio-cultural transformations endured by its people, as the nation moved on from being “coerced” by globalization to one that “leads.” The result is a fascinating comparative account of economic and social development in the late 20th and early 21st century as well as a compass for what side effects there may be as societies embrace globalization.
